I'm adding a second lighting transformer in our building. The location of the new transformer is approximately. 300' away from the existing PDC lighting transformer and the main system ground. Can I ground the new transformer to new ground rods at the new transformers location ,or do I have to run a ground wire to the main system ground back at the existing PDC. All existing lighting transformers are grounded at the main system ground.

You're creating a separately derived system. There are many different ways you can ground the new system. The easiest way is to use the building steel if it is electrically continous and bonded to ground properly.
Connect the main ground to the building steel at two points in the electrical room and tap of the steel to ground your transformers. This is legal in Ontario. If your not sure you should double check with your local inspector.

Double check with the inspector on using building steel to ground the transformer. I understand it is OK in Ontario, but in Alberta it is not allowed.

As far as using two ground rods goes. Read 10-206(1)(a)&(b), and rules 10-700(2)&(3).
